How People Pfirst governs itself
We apply the same standards of transparency to our own organization that we demand from local government. Our governing documents are public, readable, and kept in plain sight.
Core documents
How decisions get made
Voting Members
Dues-paying members in the Pflugerville area hold the highest authority. They vote on endorsements, major organizational decisions, charter amendments, and board elections.
Board of Directors
Elected by Voting Members. The board manages day-to-day operations, adopts policies consistent with the bylaws, and is accountable to the membership. Board composition and officer roles are defined in the bylaws.
Steering Committee
Oversees specific programs including the Civic Engagement Program. Responsible for approving civic event materials and maintaining the separation between PAC and civic work.
What we hold ourselves to
People Pfirst is a Texas general-purpose political committee (PAC) and maintains all required filings and reporting under Texas campaign finance law. Contributions are reported as required.
Our bylaws include explicit protections for members: the right to raise concerns without retaliation, the right to disagree with leadership, and the right to advocate for change through legitimate organizational channels. Disagreement with leadership or criticism of organizational decisions does not constitute a code violation.
Material changes to the charter require a vote of Voting Members. Material changes to the bylaws follow the notice and voting procedures defined in the bylaws themselves. Material changes to the Code of Conduct require board approval and 14 days' notice to members before taking effect.
